Stands for violence chip, coined by Tim Collings.

Meaning

  1. Censorship. A form of censorship, or rather censorware, promoted by the William Jefferson Clinton Administration and devised by Tim Collings as a way to allow parents to control the level of objectionable content that their children may see on television.
